US Economic Recovery Plan

I wrote this a month after the economic deflation of 2008 as the best move for the government to try and prevent CCD from killing the economic engine of this country. I tried sending it to politicians but never got a response. It is still pertinent but now requires much more stringent measures to restart the failing economic engine. We are 3 years into the malaise now and because they never fixed CCD, the engine is slowly jerking to a stop or putter.
